If you voted for Bush, were eligible to vote and did not vote, or support Bush, then
YES, you should pay for your own evacuation. You should pay for the cost of sending ships across the seas, for the wear and tear on the helicopters that will pick you up, for the medical expenses of any military personnel who are injured while picking you up, and for the funeral costs of any who are killed. If you voted against Bush... the government of the United States should pay.
Well how is this fair you ask? Simple...
Those who voted for Bush or did not vote
were actively supporting a government that requires US citizens to pay to be evacuated from an emergency situation not of their own doing. These people want to pay. After all, they surely would not have supported Bush otherwise. They would not have supported a Republican Congress otherwise. To deny them the obligation to pay would be to oppose the very government they fought so hard to install and deny them the very fees they so desperately voted to pay.
Furthermore, those who support Bush should be the last ones evacuated. In an act of unity with the Bush government, they should acknowledge that they support the "traditionally" slow response akin to the Katrina evacuations by being the last to leave. After all, if they insisted on being first, that would be against their own wishes and would force them to suffer at the hands of efficiency when what they fight so hard for is a government of (what the liberals call) incompetence. Let's let them fully enjoy the government of incompetence they fought so hard for. They can let those who oppose Bush leave first to prove to everyone that the administration's response is good enough for them and that they support and endorse the Bush style of emergency response.
Finally, they should carry on as usual until the troops arrive. Why? Because, just like after 9/11, we learned from our fearless leader that in the face of disaster, adversity and looming threat, the best thing to do is to go about your life and go shopping. And so, far be it for any Bush opposer to question the world view and complete detachment from reality and engagement that has allowed the Middle East to slip into the chaotic caldron of preventable turmoil. Yes, these Bush supporters should relax at the beaches, shop the open air markets, and drive about in whatever SUV they can find. They should thoroughly enjoy the very consequences that they fought so hard for and not let the terrorists win by doing anything other than boldly burning lots of gas, racking up credit card debt, and flaunting the freedom to go on as if nothing else is happening to prove to the terrorists that no matter how events in the world change, they, the supporters of Bush, will not consider the facts and adjust their course to address those threats directly and intelligently.
The rest of those who oppose Bush should be punished by rapid, efficient evacuations to safety provided for by a government protecting its own citizens. That'll teach 'em!
As I've said before, any Republicans who voted the Republican Party line in 2000, 2002, and 2004 should refuse any aid or assistance from the government. If you lost your house and family members in New Orleans, you voted to cut your own levee funding. If you lost your arms and legs in Iraq, you voted to send yourself there and without vehicle armor. If you lost your job and health insurance and can't afford to fill your SUV, you voted to cut your own worker protections and to keep America dependent on Middle East oil. If you're languishing away in your old age with nothing saved, you voted to cut your own Social Security and Medicare. And if you are hiding in a bunker in Lebanon as the Middle East decays around you, you voted for a government that completely ignores threats, dismisses diplomacy and all ways to fight besides warfare, and pretends that everything will be just fine so long as we freeze in a state of incompetent inaction. You are getting exactly what you voted for - exactly what you fought for. And you sure as hell should not be asking any American for help getting back on your prosthetic feet. Instead you should be helping everyone who is suffering in the America you made, but is too busy trying to help you to help yourself.

p.s. what the hell is the Bush administration waiting for to get our people out... the perfect photo op?!
